Why is there no access to walk along the River Clyde footpath through Mavisbank Quay in Glasgow?

Mavisbank Quay is in Festival Park on the south bank of the River Clyde in Glasgow. The footpath runs next to the river between the squinty Finnieston Bridge (Clyde Arc) and Springfield Quay (Odeon Cinema).
